Police/Corrections Academy
Mission
The Eastern Shore Criminal Justice Academy (E.S.C.J.A.) is certified by the Maryland Police and Correctional
Training Commissions. (M.P.C.T.C.) to conduct mandatory courses of training for law enforcement and
correctional officers. Emphasis is placed on four basic categories of training:
- Entrance-level certification courses,
- Annual in-service courses,
- Supervisor/Administrator courses, and
- Specialized/technical courses.
The academy remains committed to providing the shore's law enforcement community with contemporary training
at reasonable rates using highly skilled certified trainers.
History
The Eastern Shore Criminal Justice Academy, as it exists today, grew out of a need for a regional police
academy to serve law enforcement agencies on Maryland's Eastern Shore. In the fall of 1978, cosponsored
by the Ocean City Police Department, Salisbury Police Department, and the Criminal Justice credit program
at Wor-Wic, the Eastern Shore Police Training Center (E.S.P.T.C.) emerged.
Following two pilot entrance-level courses, the Maryland Police and Correctional Training Commissions
certified the E.S.P.T.C. as the fifteenth police academy in the state of Maryland. This certification,
issued in June of 1979, was the first to authorize a community college in Maryland to operate a full-time
police academy.
By 1980, the criminal Justice Department at the college had assumed full responsibility for the operation
of the E.S.P.T.C. and course offerings were expanded to include entrance level, in-service, administrative
and supervisory training for police personnel.
Although the college service area included Wicomico and Worcester Counties, the E.S.P.T.C. served as
the regional police training center for eight Eastern Shore counties.
In 1982, at the request of correctional institutions in the area, the college undertook the lengthy
process of seeking state certification to operate an academy for jail and correctional personnel. In
1983, the Maryland Correctional Training Commission certified the E.S.P.T.C. As a correctional academy
making it the first institution in the state to receive dual certification.
Following this dual certification, the E.S.P.T.C's name was changed to the Eastern Shore Criminal Justice
Academy (E.S.C.J.A.).
The E.S.C.J.A. Is the primary vehicle for meeting the training needs of the more than 60 agencies on
Maryland's Eastern Shore.
